Carlos brings over 25 years of experience in the construction industry, with a career that began in Puerto Rico as the Southwest Area Operations Manager for Hormigonera Mayaguezana in the ready-mix concrete sector. His professional journey has included roles as a field engineer, a project engineer, and an owner’s representative for a land development firm in southeastern Puerto Rico.
During his tenure as a civil engineer with the United States Department of Agriculture – Natural Resources Conservation Service (USDA-NRCS), Carlos served as a member of the national instructor cadre for the Fundamentals of Concrete training program, contributing to the development of technical expertise across the agency.
Since joining Harry Pepper in 2015, he has advanced through multiple leadership roles, including project engineer, quality control manager, and project manager.
Carlos holds a bachelor’s degree in civil engineering from the University of Puerto Rico, Mayagüez Campus, is a Licensed Professional Engineer in both Florida and Puerto Rico, and also holds a Florida Real Estate Sales Associate license.
The Personal Side
He enjoys spending time with his family, including his granddaughter. He also enjoys bike riding, music, bass fishing, and is a bonsai art enthusiast.
